§ Mr. TrippierWe are taking a number of measures to encourage self-employment. The enterprise allowance scheme which helps unemployed people to start their own businesses is to be expanded to 80,000 places for 1986–87. More resources are being allocated to local enterprise agencies to allow them to offer improved services to those who wish to start businesses. The Manpower Services Commission is refocusing its adult training programme more sharply on promoting enterprise and self-employment. The commission is also planning to increase the enterprise and self-employment elements of the youth training scheme, community programme and voluntary projects programme to encourage more people to consider self-employment.
