§ Mr. Kenneth ClarkeThis is a pilot initiative, and we chose the areas because we felt they were together broadly representative of the problems faced by inner city residents. It would serve no purpose to list other areas which were not selected, even if at this stage we could recollect all those areas mentioned at some stage or other of the discussions inside Government.
