§ Mr. RidleyThe conditions for marking parking bays for disabled people are laid down in the Traffic Signs Regulations and General Directions 1981, (SI 1981/859). Diagram 661 prescribes the upright sign to be used at parking places reserved for disabled badge holders and diagram 1028.1 prescribes a road marking to define the area of the parking bay. The marking includes the word "DISABLED" painted on the road surface. There is no specific requirement in the Traffic Signs Regulations and General Directions 1981 for the upright sign and the road marking to be used together.
§ Mr. Ashleyasked the Secretary of State for Transport if he will make a statement on the implications of the High Court ruling on the case of Mr. Viner of Ernstord Grange regarding the marking of parking bays; and if he will make a statement.
§ Mr. RidleyThe Department is seeking but has not yet received a detailed report of the judgment. I shall consider the implications as soon as this is received.
