§ Mr. Gummer[pursuant to his reply, 10 February 1986]: We have yet to see a detailed proposal for an addition of £500 million to the 1986 Community budget. It remains a key objective that the agreed financial guideline is held to. The Commission has made no proposals for a special £2,000 million fund.
