§ Mr. John PattenA right of first refusal for residents of blocks of flats if the landlord wishes to sell the freehold is one of the recommendations in the report of the Nugee committee on the management of privately owned blocks of flats. We are considering this and the committee's other recommendations as a matter of urgency, and I will announce the Government's conclusions as quickly as possible.
