Mr. Foulkes

asked the Secretary of State for Foreign and Commonwealth Affairs what voting instructions he has given the United Kingdom representative at the Inter American Development Bank for the meeting on 5 March to discuss a loan to Nicaragua; what discussions he has held with the United States Administration concerning the loan; if he will place in the Library a copy of the report prepared by the Inter American Development Bank for the meeting; and if he will make a statement.

In due course instructions will be sent to the executive director of the constituency containing the United Kingdom. As I said in answer to the right hon. Member for Clydesdale (Dame J. Hart) on 20 January 1986, at col. 20, it is not our policy to disclose such instructions.

I have had no discussions with the US Administration about the Nicaraguan loan application.

The document already circulated to the board is among those classed by the bank as not for public use. I cannot therefore place a copy in the Library.
