Mr. Madden

asked the Secretary of State for the Environment (1) what appeal rights citizens will have in respect of the proposed community charges; and if he will make a statement;

(2) if those who live in more than one household during the course of any year will be required to register in each place for community charge; if guidance will be issued to those householders required to register homes; and if he will make a statement;

(3) if those required to register for community charge purposes will have to meet some residence qualifications similar to requirements for those seeking to register for electoral purposes;

(4) if those registered for community charge purposes move from the household where they are registered in the course of any year, what facility there will be for names to be removed from one register and added to another register;

(5) when a person reaches the age of 18 years and is required to register for community charge purposes, what action such a person will be required to take;

(6) if students, required to register in connection with his proposals to establish a community charge, will have a choice of registering at home or in the locality of their place of study; and if he will make a statement.

Our proposals on how the community charge would operate are outlined in annex G of the Green Paper "Paying for Local Government" (Cmnd. 9714). Final decisions will be taken in the light of consultation.
