asked Her Majesty's Government:

What steps have been taken during the past two years to improve the practical working and effectiveness of the European Communities rules on competition based on Articles 85 and 86 of the Treaty of Rome.

Lord Lucas of Chilworth

It is the practice of the European Commission to describe the measures it has taken to improve the practical working and effectiveness of the competition rules of the European Community in its annual Report on Competition Policy. Measures introduced during 1984 are described in Part Two, Chapter 1, of the Commission's 14th Report, a copy of which is in the Library of the House. Steps to accelerate and simplify procedures taken in 1985 are expected to feature in the commission's next report.

Her Majesty's Government remain in touch with the commission about continuing improvements in the application of the Community's competition rules.
