Mr. Teddy Taylor

asked the Prime Minister if she will list in the Official Report the 32 measures designed to complete the market which have been agreed in the course of the United Kingdom presidency of the Council; and what is the general purpose of each of these measures and the dates on which they were agreed by the appropriate Council of Ministers.

The Prime Minister

A total of 41 internal market measures have now been agreed under the United Kingdom presidency. Details as follows in order of date of agreement:

AGRICULTURE COUNCIL (ADOPTED BY THE FOREIGN AFFAIRS COUNCIL 22 JULY 1986)

Amendment of three directives concerning animal feeding-stuffs (Alfatoxin)

A directive providing for the introduction across the Community of controls on the maximum permitted levels of undesirable substances in raw materials used in animal feedingstuffs.

Prohibition of certain plant protection products/ethylene oxide

A directive adding (subject to certain derogations) the fumigant ethylene oxide to the list of chemicals prohibited in the Community.

INTERNAL MARKET COUNCIL 24 JULY 1986

Outward processing

A directive establishing a Community-wide customs regime for duty relief on the value of Community goods exported outside the EC for processing and subsequent reimport.

Controls and indicators of agricultural and forestry tractors

A directive harmonising the standards governing the location, operation and identification of drivers controls.

Co-operation between higher education and industry for advanced training relating to new technologies (COMETT)

A programme of intra-community projects designed to encourage industry-education contacts.

Pesticide residues in cereals and in foodstuffs of animal origin

Directives setting maximum residue levels for certain pesticides in cereals and products of animal origin.

Telecommunications terminal equipment

A directive providing for the mutual recognition by member states of type approval for such equipment.

General Practitioners

A directive examining minimum standards governing the training of general medical pratitioners.

AGRICULTURE COUNCIL 16 SEPTEMBER 1986

Antibiotk residues/control of residues

Two measures incorporated in a directive providing for a hamonised residue monitoring regime for meat, which lays down the detailed arrangements for testing animals and fresh meat for residues of potentially harmful substances.

INTERNAL MARKET COUNCIL 3 NOVEMBER 1986

Signboards at EC external frontiers and internal borders

A Council resolution providing for a common format for Community frontier signs.

Commercial Agents

A directive harmonising laws throughout the Community on the relationship between commercial agents and their principals.

Direct broadcasting by satellite

A directive designed to ensure that television transmission systems between member states are compatible and adhere to the same types of standard.

Meat Hygiene

A directive simplifying veterinary inspection procedures for fresh meat in slaughterhouses.

African swine fever in Spain and Portugal

Council decisions aimed at achieving the eradication of African swine fever on the Iberian peninsula and provide Community aid of up to 47 million ecu for this purpose.

ECOFIN 17 NOVEMBER 1986

Liberalisation of capital movements

A directive providing for the liberalisation of operations such as the issue, placing and acquisition of securities representing risk capital; transactions in securities issued by Community institutions; and longterm commercial credits.

13th VAT directive

A directive harmonising the rules allowing non-Community taxable persons to recover VAT paid on goods and services bought, in the course of their business, within the Community.

INDUSTRY COUNCIL 18 NOVEMBER 1986

Integrated service digital network (ISDN)

A recommendation providing for the introduction of ISDN standards into the telecommunications infrastructure of member states.

ENVIRONMENT COUNCIL 24 NOVEMBER 1986

Motor cycle exhaust noise

The directive tightens up the existing Community standard for motor cycle noise, conformity with which permits manufacturers entry to all Community markets.

INTERNAL MARKET COUNCIL 1 DECEMBER 1986

Simplification of customs formalities at land frontiers for goods traffic

A directive abolishing certain formalities on exit from one member state to another with the exception of the Northern Ireland land boundary. Checks will be carried out only in the member states of entry.

Counterfeit goods

A regulation enabling member states customs services to seize consignments of counterfeit goods (bearing false trade marks) and to destroy or dispose of them.

Roll-over protection structures on narrow-track wheeled agricultural and forestry tractors

A directive establishing common safety standards for such devices at the front of such vehicles.

Pharmaceuticals

A package of five separate measures (four directives and a recommendation) laying down procedures for the marketing and testing of human and veterinary medicines.

Good laboratory practice

A directive requiring that laboratory tests carried out by manufacturers or importers (to evaluate the possible risks to human health and the environment of chemical substances which they wish to place on the market) are performed in accordance with internationally agreed principles of good laboratory practice.

Household appliances: airborne noise

A directive harmonising the procedures for establishing and publishing the noise levels emitted by domestic appliances.

Forklift trucks

A directive establishing common safety and construction standards for forklift and other industrial trucks throughout the Community.

Hotel fire protection

A recommendation laying down principles to be observed by member states in providing or improving fire precautions for hotel guests.

Legal protection of microcircuits

A directive providing for protection against copying of the original designs of semiconductor integrated circuit chips.

Consumer credit

A directive conferring protection on consumers in relation to credit agreements.

AGRICULTURE COUNCIL 8 DECEMBER 1986

Plant Health

A directive extending the provisions of the plant health directive 77/93 to Spain and Portugal.

Preservatives (amendment)

A directive establishing specific criteria of purity for potassium bisulphite which may be used in wine production as an alternative to other permitted sulphites.

ECOFIN 8 DECEMBER 1986

Annual accounts of banks

A directive providing for the application of the provisions of the fourth and seventh company law directives (on company accounts and consolidated accounts respectively) to banks and credit institutions.

TRANSPORT COUNCIL 16 DECEMBER 1986

Unfair pricing practices in maritime transport

A regulation providing for the imposition of a Community levy in cases where third country carriers are engaged in unfair pricing practices and are thereby doing material damage to the Community carriers.

Free access to cargoes in oceanic trade

A regulation providing for co-ordinated Community action to deal with moves by third countries to restrict competitive access to oceanic trade.

Application of EEC article 85 to maritime transport

A regulation giving effect to the treaty of Rome's competition articles. It provides the basis (and defines the conditions) on which liner conferences will be exempted from the anti-cartel provisions of the treaty.

Freedom to provide services in the maritime transport sector

A regulation providing for the ending of bilateral cargo sharing agreements with third countries.

Frontier facilitation of goods traffic

A directive further harmonising arrangements for controlling goods crossing internal Community frontiers.
