§ Mr. John MacKayRegional and Islands Councils have a statutory responsibility to provide, or arrange for the provision of, residential and other accommodation required for their social work functions. The level of service to be provided in particular localities is for decision by the local authority concerned in accordance with its perception of needs and the availability of other relevant services in the area in question.
