§ Mr. McGuireasked the Secretary of State for Transport if he will take steps to introduce a standard procedure throughout the United Kingdom on the operation of traffic lights at crossroads in respect of giving priority at the first change of lights to the traffic turning right.

It is for the appropriate highway authority to determine which technique is best suited in the light of local conditions. A copy of the advice note is in the Library of the House.
