§ Mr. WaldegraveI am satisfied that the powers in part II of the Control of Pollution Act 1974 are generally adequate to deal with pollution of our rivers and canals. However, the Government have already identified some further changes which may be necessary, including the need for legislation to allow the setting of statutory quality objectives.
