asked Her Majesty's Government:

Whether in the light of recent revelations in Washington they abide by the view that "Nicaragua has largely brought its troubles upon itself" (statement of explanation of vote by the British representative at the Security Council Meeting of 28th October 1986).

Recent events in Washington have not changed our view. Nicaragua could contribute towards peace in the region, and thereby allay its own security concerns, if it were to end its support for insurgencies in neighbouring countries and, at home, establish a genuine pluralist democracy and improve civil liberties.
