§ 16. Mr. Wainwrightasked the Secretary of State for the Environment if he will list the local authorities which, since 1980, have contracted out, respectively, refuse collection, street cleaning, building cleaning, catering, vehicle maintenance or parks services to private companies and have subsequently returned them to direct labour operation.
