The main responsibility for the provision of employee training rests with employers. The great majority of industries have recognised industry training organisations that are able to offer advice to employers, and grants to promote the development of better training arrangements. In the north-west, the Manpower Services Commission plans in 1986–87 to assist with the training of some 45,300 adults and some 65,100 young people on YTS, at a cost of £29.9 million and £118.4 million, respectively.
