§ Mrs. RumboldMy right hon. Friend is empowered under the Education Act 1944 to intervene if he has reason to believe, as a result of a complaint or otherwise, that a local education authority may have failed to discharge a statutory duty or may have acted unreasonably in using a statutory power or discharging a duty. Her Majesty's inspectorate also monitor the work in local education authorities' schools and colleges.
