§ Mr. John MacKayThe Community milk outgoers' scheme is founded on Community legislation, which requires that it is operated on a United Kingdom basis. While the administration of the scheme might have been simpler if it had been set up on a regional basis, it is our intention to try to ensure that a disproportionate amount of quota is not extinguished in Scotland as a result of the scheme.
