Mr. Redmond

asked the Secretary of State for the Home Department what are the formal lines of communication between his Department and the civil defence committee of the North Atlantic Treaty Organisation's senior civil emergency planning committee.

The Head of F6 (Emergency Planning) Division is the United Kingdom delegate to the civil defence committee.

Mr. Redmond

asked the Secretary of State for the Home Department (1) what specific deliberations of the civil defence committee of the North Atlantic Treaty Organisation's senior civil emergency planning committee have affected the formulation of current civil planning in the United Kingdom;

(2) when the civil defence committee of the North Atlantic Treaty Organisation's senior civil emergency planning committee last met; and if he will place the minutes of the committee's deliberations in the Library;

(3) what are the terms of reference for the North Atlantic Treaty Organisation's civil defence committee.

Mr. Douglas Hogg

The civil defence committee provides the forum for consultation on national plans for all aspects of the protection of the public in an emergency. Discussions inform the development of planning in the United Kingdom, but do not determine its direction.

The committee last met on 2 and 3 October 1986. It would not be appropriate to place records of the committee's meetings in the Library.

asked the Secretary of State for the Home Department what are the terms of reference for the North Atlantic Treaty Organisation's senior civil emergency planning committee.

Mr. Douglas Hogg

The senior civil emergency planning committee co-ordinates and gives guidance for the activities of eight planning boards and committees, each of which covers a specific field in civil emergency planning.
