§ Mr. Douglas HoggAs this year's Christmas drinking and driving publicity campaign points out, people who drink and drive are a menace to society. The process of educating those who may be tempted to drink and drive about the dangers to which they expose themselves and others is a continuous one in which both the Government and society at large have parts to play. I am satisfied that the police have the necessary powers for the enforcement of the law in relation to drunken driving, and that they appreciate the importance of effective enforcement in this area.
