Mr. Austin Mitchell

asked the Prime Minister whether she has instituted the system of appeals by civil servants to the head of the Civil Service proposed in the Government's reply to the Treasury and Civil Service Committee's report on "Civil Servants and Ministers: Duties and Responsibilities".

In their reply, Cmnd. 9841, to the Treasury and Civil Service Committee report, the Government noted that they accepted in principle the Committee's recommendation that the head of the home Civil Service should be prepared personally to consider appeals from officials in certain circumstances. The reply went on to note that the arrangements and procedures for this right of appeal would be discussed with the Civil Service unions. These discussions are not yet complete.
