§ Mr. David WaddingtonI understand that Mr. Ebrahim is not the London representative of the Pan-Africanist Congress. There is no power to prevent foreign political organisations setting up offices here provided that their activities do not contravene our laws. There is, of course, power to deport individuals on the ground that their presence is not conducive to the public good.
