§ Mr. WhitneyRepresentations about the operation of the Act which came into operation on 1 January 1985 have ranged widely. Registration authorities have been criticised for being too demanding or not demanding enough and registration fees for being too high or too low. It is too early to make any judgment, but the two-year study which the Department's Social Services Inspectorate is carrying out on the operation of the new arrangements will enable us to take a more considered view.
