§ Mr. NewtonIt is not possible to provide an accurate estimate but, given the expansion of personal and occupational pensions and the growing value of state pensions as more is paid out through the state earnings-related pension scheme to those retiring this century, it is expected that the proportion of pensioners entitled to income support in the year 2000 will be lower than now. This assumes the value of basic pension relative to the illustrative income support rates in the technical annex to Cmnd. 9691 is maintained.
