§ Mr. ScottThe Secretary of State has not issued guidance to the RUC concerning entrapment. However paragraph 1.92 of the Home Office "Consolidated Circular on Crime and Kindred Matters" which has been issued to the RUC provides guidance to the effect that no members of a police force should counsel, incite or procure the commission of a crime.
