§ Mr. TraceyThe collection of fines for parking offences is a matter for the appropriate magistrates' courts. My right hon. Friend has no information about the cost of collecting these fines. The fixed penalty system for parking offences, as an alternative to prosecution through the magistrates' court, has not yet been fully applied to the royal parks, but it is planned to do so as soon as possible.
