asked the Secretary of State for Wales if he will introduce legislation to provide for grants to be available towards the cost of laying private sewers where a local authority has served a notice requiring execution of works of drainage and so on in existing buildings under section 59 of the Building Act 1984 on the grounds that existing on-site drainage is inadequate; and if he will make a statement.

The provision and maintenance of private sewers is currently a matter for the owners of the properties concerned. The Government have no plans at present to provide grants to deal with cases which arise under section 59 of the Building Act 1984. The Government have recently issued a consultation paper on the review of water and sewerage law in which it is proposed that all private sewers should be taken into the ownership of water service public limited companies.
