asked Her Majesty's Government:

Why it is their view that confidence-building measures of the sort being negotiated at the CDE Conference in Stockholm can be helpful in reducing the danger of surprise attack or war in relation to land forces and to sea forces acting together with land forces, but not in relation to sea forces acting alone.

It is our view, and that of all other western participants at the CDE, that consideration of naval activities independent of land activities is excluded by the conference mandate.
