asked the Secretary of State for Social Services if the voucher scheme for spectacles for partially sighted children will enable the purchase of two sets of spectacles with light-sensitive lenses where these are required; and if he will make a statement.

A consultant ophthalmologist in the hospital eye service can prescribe any items which he considers in his clinical judgment to be medically necessary for his patient. That principle will not be affected by the introduction of the voucher system. From 1 July children will be entitled to vouchers which are intended to provide them with basic pairs of spectacles to meet their clinical needs.
