asked the Paymaster General how many employees and how many businesses will be affected if the proposal in the White Paper "Lifting the Burden" to alter the requirement on businesses to produce a written safety statement from those with five to those with 20 employees is implemented.

Some indication as to the upper limit of the number of businesses affected can be obtained from the 1981 census of employment. This showed that there were about 4.4 million employees in some 420,000 census units (roughly equivalent to individual workplaces) in the size range 5–24 employees.
