In respect of 1986–87, I refer the hon. Gentleman to the reply given by my right hon. Friend the Secretary of State to my hon. Friend the Member for Lewisham, East (Mr. Moynihan) on 20 November at Small Businesses column246. No decisions have been taken for later years. They will depend in part on the nature of a new local authority capital control system and the timing of its introduction.
