§ Mr. Alan ClarkIn addition to the substantive help already given by my Department, the ODA, and the commercial services of the FCO, the Government have introduced a new soft loan facility under the aid and trade provision. This is intended to enable a doubling by 1988–89 of the business able to be won using ATP in the developing countries.
