asked the Secretary of State for Wales if he will publish in the Official Report details of each of the factors taken into account by the Welsh Office in short-listing sites in Wales for the 1992 Garden Festival; and if he will indicate the way in which each of the chosen locations meets these criteria and the deemed shortcomings of other locations which led to their exclusion.

The main issues taken into account were those set out in the attachments to the Department's letter of 27 February 1985 which invited local authorities to express interest in hosting the Festival (a copy of which was sent to the hon. Gentleman on 28 November 1985).

The decision was not a mechanistic one based on a fixed set of criteria. It was taken on the basis of full and careful consideration of all the information provided by the local authorities in support of their bids.
