§ Sir Keith JosephLondon allowances are negotiated in the Burnham committees. To date, no claim has been made in either the primary and secondary or the further education committee for an increase in London allowances with effect from 1 April 1985. I have no power to change the London allowance for teachers other than as may be agreed in the Burnham committees.
