§ The Prime MinisterAs my right hon. Friend the Minister of State, Privy Council Office, has made clear in answers to questions in the House, the Government are not convinced of the need for such a code, or indeed of the feasibility of preparing guidance of sufficiently general applicability going beyond what is already available; but this is a matter which, together with other long-term issues affecting the civil service, is under discussion with the Council of Civil Service Unions.
