asked the Minister of Agriculture, Fisheries and Food what further progress he has made in allocating compensation between landlord and tenant under the European Economic Community outgoers scheme for dairy farmers.

Mr. Livsey

asked the Minister of Agriculture, Fisheries and Food if he will make a statement on the progress of his discussions with the Country Landowners Association and farmers organisations concerning the allocation of quotas on the milk outgoers scheme.

asked the Minister of Agriculture, Fisheries and Food if he has come to an agreement with the National Farmers Union and the Country Landowners Association on the milk outgoers scheme.

We have discussed with the representatives of landlords and tenants how compensation payable under an eventual Community outgoers scheme might be apportioned between landlord and tenant. We have also considered the circumstances in which it might be reasonable for a landlord to withhold his consent to a tenant wishing to enter the scheme. The final outcome will depend on the result of discussions in the Council of Ministers, but I do not consider that the Commission's present proposal balances the interests of landlord and tenant proposals. We shall be seeking during the negotiations to persuade our Community colleagues of the need to amend the proposal so that it allows for the differing land tenure systems in member states.
