asked the Secretary of State for the Home Department what control he exercises over the work of the Independent Broadcasting Authority.

The Independent Broadcasting Authority is a body corporate established by Parliament to provide broadcasting services within the United Kingdom. The Home Secretary is responsible for appointing the chairman and members of the authority, and has various reserve powers with regard to the operations of the authority. He does not exercise day-to-day control over the work of the authority.
