§ The Prime MinisterThe 1985 intergovernmental agreement was concluded at the Foreign Affairs Council on 17–21 March 1985. The United Kingdom was represented by my right hon. and learned Friend the Secretary of State for Foreign and Commonwealth Affairs. In accordance with practice at such meetings the assent of the member states was given not by formal signature but by by their acceptance of the undertaking during the meeting.
