§ Mr. DunnThis suggestion has been considered on various occasions in the past, most recently by the National Association of Head Teachers and by a joint working party of the Association of County Councils and the Association of Metropolitan Authorities. In January the ACC published a discussion document and we shall be interested to see the response it receives.
