Mr. John Morris

asked the Secretary of State for Wales (1) how much of the financial year 1984–85 had elapsed before he approved West Glamorgan's proposals for the development of services for mentally handicapped people in that year; why approval had not been given earlier; and what was the level of underspend for the council for that year on these plans;

(2) when approval for West Glamorgan plans for the development of services for mentally handicapped people was given in respect of the financial year 1985–86;

(3) if he will now take steps to place approval for West Glamorgan plans for the development of services for mentally handicapped people on a three-year rolling plan basis.

The West Glamorgan plan for the development of services over a 10-year period necessarily received detailed consideration by the Department and the all-Wales advisory panel and was the subject of consultation with the planning group before it could be approved on 7 June 1984. At that time a firm cash limit was announced for 1984–85 together with an advance indication of likely funding for 1985–86 and 1986–87. Due to a number of factors there was an underspend of £246,000 in 1984–85. A firm cash limit for 1985–86 was notified on 22 May 1985. Advance indication of the likely level of funding for the three year period starting 1987–88 will be given during 1986.
