asked the Paymaster General if he will list those European Economic Community harmonisation measures coming into effect over the last 12 months which have (a) reduced the paperwork demands on business and (b) increased the paperwork demands on business.

I cannot give precise information broken down in this way. However, it is important that EEC measures should not run counter to our domestic deregulation policy. The Government, therefore, want to see the EEC introduce arrangements to ensure systematic scrutiny of existing and proposed community legislation for its impact on business. In response to an initiative launched by my right hon. Friend the Prime Minister at the March European Council, the Commission is studying the problem and is due to report back to the December Council.
