asked Her Majesty's Government:

Whether they consider the interpretation of the 1972 ABM treaty between the Soviet Union and the United States and its subsidiary agreements, in particular that governing the testing, procurement and deployment of anti-ballistic missile systems "based on other physical principles", is a matter for the Joint Consultative Committee established by that treaty, or on the other hand for the "choice" of the President of the United States.

The United Kingdom is not a party to the ABM treaty. We believe it is for the parties to the treaty to resolve questions of the type the noble Lord has posed.
