§ Mr. ButcherThe decision whether or not to introduce a copyright levy on blank recording tape will take account of all relevant factors, including the question of counterfeit 17W blank tape imports. We hope soon to publish our conclusions on the levy, and other matters of copyright reform, in a White Paper.
