Member is referring to the affidavit sworn by Mr. Barclay, chairman of the Social Security Advisory Committee, which was before the court in the case of R v Secretary of State for Social Services ex parte Cotton. I will place a copy of this affidavit in the Library of the House once court proceedings in this case have been concluded.
