§ Mr. PattieNo. Overseas postal tariffs are the responsibility of the Post Office and my right hon. and learned Friend, the Secretary of State for Trade and Industry, has no power to intervene. However, we expect that the adverse impact of tariff changes on some mail users will be offset by the effect on others of reducing cross-subsidies within overseas postal services.
