§ Mr. Alan ClarkThe latest sample survey (autumn) 1984 of community programme participants estimate that 9 per cent. were from ethnic minority groups. Reliable results are not available below national level. The 1984 labour force survey indicated that of those people without jobs, and seeking work for one year or more, 9 per cent. were of non-white ethnic origins.
