Whether they will list the projects and Educational Support Grants supported by the Department of Education and Science under the REPLAN Programme during 1985–86, giving details of the grants given and whether these are monitored through the Further Education Unit or the National Institute for Adult Continuing Education, and those recipients of funding for projects or Educational Support Grants who have submitted applications for grant-aid in 1986–87, together with amounts requested by applicants.
§ The Earl of SwintonREPLAN projects in receipt of funding from the Further Education Unit (FEU) of the National Institute of Adult Continuing Education (NIACE) for part or the whole of the financial year 1985–86 are listed in Table 1 below, which also shows the funding allocated to each project for 1985–86 and the allocations envisaged (subject to parliamentary approval of departmental estimates) for 1986–87. Applications for extended funding, affecting the financial year 1986–87, have been received in respect of those projects marked with an asterisk: three of these applications have been rejected and decisions have yet to be taken on the remainder. If the noble Lord would like particulars of the additional sums requested in any particular case, I shall be happy to supply the information.
Table 2 lists the English local education authorities which have received approval for Education Support Grant (ESG) projects commencing in 1985–86 and concerned with the planning, co-ordination and development of educational provision for unemployed adults, together with the expenditure figures approved for 1985–86 and provisionally indicated to the LEAs for 1986–87; grant is payable at 70 per cent. of expenditure approved and incurred.
In Circular 5/85, the Department of Education and Science invited the authorities listed in Table 2 to submit proposals for ESG projects commencing in 1986–87 and concerned specifically with the development of educational guidance services for adults. Applications have been received from all but 5 of these authorities as indicated in Table 3 below, although a few of the proposals received were not of the kind indicated in the Circular. Proposals for projects concerned with the planning, co-ordination and development of provision for the unemployed 717WA have been invited from authorities not listed in Table 2. For both project types combined, Circular 5/85 indicated that approved expenditure in respect of projects commencing in 1986–87 might be of the order of £1.6m in total, with priority being given to projects of the latter type (planning, co-ordination, etc). The Secretary of State expects to announce his decisions on individual proposals in December.
