§ Mr. HayhoeNo. Local authorities already provide regular returns of the annual expenditure incurred on boarded out children, but this does not differentiate between the handicapped child and others and I do not think the additional burden of having to provide information specifically on payments made to foster parents of severely handicapped children could be justified.
