§ Mr. RifkindThe United Kingdom is working closely with Luxembourg and the Netherlands on the basis of the Commission's White Paper and the priorities identified by the Milan European Council to prepare a co-ordinated programme for action during our respective presidencies of the Community between now and the end of 1986.
