§ Sir Geoffrey HoweAs I told the House during the debate on the Address on 8 November [Vol. 86, c. 221–2], we have since 1982 taken a series of initiatives designed to open the way to practical co-operation with Argentina. Unfortunately Argentina has not so far reciprocated. We very much hope that the Argentine Government will come to see that this is the only realistic way to make progress.
