asked the Secretary of State for Trade and Industry if he will give the circumstances surrounding the actions taken with regard to the Laser 558 radio station, and the statutory basis for such actions.

Mr. Butcher

The Department of Trade and Industry chartered a survey vessel on 8 August to observe supply traffic to the two marine broadcasting stations operating off the Essex coast. Evidence of a considerable number of possible offences has already been passed to the police both in the United Kingdom and in continental countries. Decisions on the prosecutions of United Kingdom nationals and residents for offences against the Marine Etc. Broadcasting (Offences) Act will be made by the Director of Public Prosecutions.

On 6 November, the vessel Communicator, from which Laser 558 broadcasts had been made, sailed to Harwich harbour following a generator breakdown. The Communicator requested and received escort assistance from the DTI's chartered vessel. I understand that the Communicator is at present under the control of the Admiralty marshal following action by an individual and a private company.

The costs of the Department's surveillance operation in the North sea are around £25,000 per month, including the costs of charter and staff costs. The operation has been directed against both Radio Caroline and Radio Laser 558.
